SIGO proposes a pilot project in 7 districts of Uttar Pradesh; namely, Barabanki, Hardoi, Kheri, Lucknow, Rai Bareli, Sitapur, and Unnao. The project will facilitate setting up of;

• 1. Two aggregate food hubs/ Grameen Kalyan Kendra with 5,000 MT capacity flat-bottom farm bins in each of the 7 districts for a total of 14 units, and

• 2. Cluster mapping of stakeholders and commodities; Design and development of mobile application in vernacular format for small and marginal farmers, and

• 3. Design, development and delivery of Internal Controls, Financial and Legal mechanisms for smooth operation of warehousing and market infrastructure.

In 2015-16, Govt. of India spent Rs 1.39 lakh crores [20.99 billion USD]; 54.08 % of total subsidies or 7.81 % of Govt. of India's total expenditure (plan and non-plan), on food subsidies [3].
